Julie Miller, CCIP

Julie Miller, CCIP, is Managing Director and Head of the Incentive Compliance Practice at Vista Site Selection. She advises companies on location strategy, economic development incentives, and compliance matters associated with major corporate expansions, relocations, and capital investment projects. With nearly 20 years of experience, Julie helps clients evaluate market opportunities, secure meaningful state and local incentives, and manage the reporting obligations necessary to realize the full value of awarded benefits.

Julie works closely with executive leadership and operations teams to support informed location decisions and effective incentive implementation. Her experience includes multiple headquarters relocations, advanced manufacturing and distribution, aerospace, financial services, renewable energy and regional office projects across the United States. She brings a practical, data-driven approach to evaluating labor markets, tax environments, project costs, and incentive opportunities, helping clients align site selection decisions with broader business and financial objectives.

Before joining Vista Site Selection, Julie held leadership roles in the location & incentive strategies practice at Altus Group and the location economics practice at Jones Lang LaSalle (JLL).

Julie holds a Bachelor of Arts & Sciences degree from Dallas Baptist University. She has achieved the Certified Credits & Incentives Professional (CCIP) designation from the Institute for Professionals in Taxation (IPT) and holds a Texas real estate salesperson license.
